KARACHI: The Sindh Home Department has promoted and regularized the employees recruited in grades 14 and 16 without passing Sindh Public Service Commission test to the 17th grade. A notification has also been issued for the same despite knowing the fact that the court had also raised objections on the recruitment of adhoc employees.
According to the notification issued with the signature of Sindh Home Secretary Qazi Shahid Pervez, 39 Assistant Jail Superintendents have been promoted from grade 14 and 16 to grade 17 and also been regularized from ad hoc.
39 Assistant Jail Superintendents were recruited on adhoc basis by the former Sindh Chief Minister Qaim Ali Shah in 2010.
The post of Assistant Superintendent was 14th grade when the posts of illegally recruited employees were advertised on ad hoc basis. Prior to recruitment, the post was upgraded to 16th grade. Recruitment appointments include jobs in both grades.
After which the then Sindh Chief Minister Qaim Ali Shah and the incumbent CM Murad Ali Shah had rejected the summary of regularization of 39 Assistant Jail Superintendents three times as there were objections from both the Finance Department and the court on the recruitment of ad hoc employees. ۔
Later, Ejaz Jakhrani’s Personal Secretary Sunil Shah, former IG Jail Nusrat Manghan’s nephew Yasin Manghan and Khursheed Shah’s close relative Manzoor Shah and other employees including Home Department SO Mir Muhammad Channa have played a key role in regularizing the employees.
Mir Muhammad Channa sent the summary of regularization in 2020 to Sindh Chief Minister Murad Ali Shah for the fourth time. Murad Ali Shah had sent the summary to the law department, where Murtaza Wahab remarked on the action taken on the summary in accordance with the law.
After which the summary was brought in the cabinet meeting and Sindh Chief Minister formed the committee. Later, Mir Muhammad Channa along with the Chief Secretary was also included in the committee.
After the approval of the finance department, Mir Muhammad Channa also sought approval from the committee formed by the chief minister and later the 39 assistant prison superintendents were regularized in 16th grade directly. Meanwhile, according to the law, it is mandatory to pass the SPSC exam in order to get regularised in 16th grade directly.
Despite the order of the court, Qazi Shahid Pervez has signed the summary of regularization. This is a unique example of making 39 assistant jail superintendents permanent in 16th grade in November 2021 in Sindh government and promoting them in 16th grade in December.
It is learned that Ejaz Jakhrani’s personal secretary Sunil Shah, who runs Sindh’s prison system, is trying to somehow get Yasin Manghan, nephew of former IG Nusrat Manghan, promoted to SSP. However, in a short span of one month, 39 officers have been promoted from Grade 16 to Grade 17 and illegally regularized, leaving the Sindh jail system in the hands of fake recruits.
It is to be noted that due to the aforesaid promotions, politicians and relatives of some bureaucrats and police officers have also been able to regularize their employment through ad hocism, including Yaseen Manghan, nephew of former IG Jail Nusrat Manghan in 17th grade.
Manzoor Shah, a close relative of Khursheed Shah, was also recruited on ad hoc basis and Manzoor Shah has also been promoted from 14th to 17th grade in a month.
Influential employees are on duty along with them. The said employees are in the forefront in providing accommodation and other facilities to the inmates of the influential jail.
In this regard, Sindh Home Secretary Qazi Shahid Pervez said that he has signed the summary after the decision of the committee. The committee had given the authority to regularize the employees directly in 16th grade and he cannot talk more on the issue.
