The Prime Minister has formally launched the National Laptop Loan Scheme 2025, aimed at providing young people, students, freelancers and early-career professionals with affordable access to modern technology.
According to government officials, the scheme will offer laptops on zero or low mark-up to help young people study online, learn digital skills and earn through freelancing or other digital work from home.
The programme places special focus on empowering educated women and youth.
Officials said the main goal of the scheme is to promote self-reliance among young people and support the vision of a Digital Pakistan. Through this initiative, skills such as graphic design, web development, digital marketing and software development will be encouraged, linking education directly with employment opportunities.
Eligibility criteria
Applicants must be between 18 and 35 years of age. University students, registered freelancers with active profiles on platforms such as Fiverr or Upwork, and young professionals are eligible to apply.
Applicants will need to provide details including their national identity card, date of birth, educational enrolment or freelancer profile through an online portal. Loan terms, including mark-up, will be decided based on income.
Loan details
Laptops will be provided under three categories:
Basic category: Rs150,000
Medium category: Rs300,000
Advanced category: Rs450,000
Monthly instalments will start from around Rs3,000, with a repayment period ranging from two to four years.
How to apply
Applications can be submitted through the Prime Minister’s Youth Programme website at pmyp.gov.pk under the “Laptop Loan Scheme 2025” section. Applicants must complete the online form and provide educational details, income information and guarantor details. After submission, applications will be verified by universities and banks before approval.
Officials said the scheme will help reduce financial barriers to technology and play an important role in expanding digital inclusion across the country.
