ISLAMABAD: The International Monetary Fund (IMF) has released its official communique regarding economic review talks with Pakistan, confirming that both sides have reached a staff-level agreement. This landmark agreement paves the way for Pakistan to receive financial assistance amounting to $1.21 billion.
According to the IMF statement, final approval for this funding will be granted by the organization’s Executive Board. The communique acknowledges that Pakistan has made commendable efforts to achieve its economic targets, which have fostered economic stability and accelerated the pace of structural reforms in the country.
Loan Program and Fund Distribution
These discussions with the IMF were held in connection with the fourth review of the ongoing Extended Fund Facility (EFF) program and the third review of the Resilience and Sustainability Facility (RSF) program aimed at climate change. Under the agreement, Pakistan will receive $1 billion as the fifth tranche of the EFF program, alongside $210 million as the fourth tranche of the RSF climate fund.
Key IMF Demands and Conditions
During the negotiations, the global lender highlighted several critical areas requiring attention:
The government of Pakistan has been urged to phase out Prime Minister Shehbaz Sharif’s petrol subsidy scheme gradually, ensure its scope is not expanded further, and strictly limit its benefits only to deserving and impoverished citizens.
Pakistan must continue implementing rigorous energy sector reforms, improve the recovery system for dues, and take concrete steps to reduce production costs.
Strong emphasis has been laid on improving collections within the gas sector while curbing its financial losses.
IMF Concerns Over Education and Health Budgets
The IMF has expressed reservations that public spending on crucial sectors like health and education in Pakistan falls short of set targets. Statistics indicate that a mere 2.2% of the economy was spent on public health and education in fiscal year 2025, while the ratio rose marginally to just 2.5% in fiscal year 2026.
Setting a fresh target, the global body has directed Pakistan to increase health and education expenditure to 2.8% of the economy during the current fiscal year 2027.
