Canadian Foreign Minister’s Visit: A Golden Opportunity

Canada’s Foreign Minister Anita Anand’s official visit to Pakistan after nearly two decades is not merely a diplomatic activity, but a remarkable milestone in the context of changing global politics, the global balance of power, and Pakistan’s emerging and successful foreign policy.

The arrival of a Canadian foreign minister in Islamabad after twenty years has further underscored the fact that the priorities of global powers are changing and that Pakistan is emerging as a country in the region that can no longer be easily ignored in regional and global affairs. Particularly, Pakistan’s diplomatic efforts during the tensions between Iran and the United States, and the role it has played in promoting peace and stability in the region, have captivated the attention of the world. In this context, the importance of the Canadian foreign minister’s visit has grown considerably.

After Russia, Canada is the second-largest country in the world by area, covering more than 9.9 million square kilometers, while its population consists of approximately 41.4 million people. The country is abundantly endowed with natural resources and holds a commanding position in the production of oil, natural gas, uranium, gold, potash, and other important minerals. Canada produces more than sixty types of minerals and metals and ranks among the world’s major mineral economies. This is why high-level diplomatic engagement between such a developed and resource-rich country and Pakistan is important not only for both countries but for the entire region, especially at a time when the balance of the global economy appears to be gradually shifting from the Global North to the Global South.

Canadian Foreign Minister Anita Anand arrived in Islamabad on Monday, where Deputy Prime Minister and Foreign Minister Senator Ishaq Dar welcomed her at the Foreign Office. This is Anita Anand’s first visit to Pakistan since assuming the office of foreign minister. During the talks between the two foreign ministers, all major aspects of Pakistan–Canada relations were extensively deliberated, including trade, investment, education, people-to-people contacts, regional and global affairs, and various areas of mutual cooperation. During her visit, Anita Anand also met Prime Minister Shehbaz Sharif and other Pakistani leaders.

Historically, diplomatic relations between Pakistan and Canada were established in 1947, and the relationship between the two countries is founded on strong people-to-people ties. More than 300,000 people of Pakistani origin live in Canada and can serve as a vital bridge in strengthening economic, social, and cultural relations between the two countries. During 2025, bilateral trade between the two countries amounted to approximately US$1.2 billion, with Pakistan exporting nearly US$696 million worth of goods, mainly textiles, leather products, and other items, while imports from Canada totaled approximately US$500 million, with agricultural products featuring prominently.

Another important aspect of this visit is that it took place at a time when Canada is making a fundamental change in its trade strategy. Trade disputes, tariffs, and new economic policies with the United States have compelled the Canadian government to seek new markets for its exports and investments. In this context, Anita Anand made it emphatically clear that Canada wants to double its trade outside the United States over the next ten years, and Pakistan can become an important partner in this strategy. According to her, the two countries not only agreed to promote cooperation in trade, investment, and economic growth, but also voiced their resolve to finalize the Foreign Investment Promotion and Protection Agreement (FIPA) as soon as possible, so that greater assurance and confidence can be provided to investors.

If Pakistan’s position is examined in this context, the country’s geographical importance cements its status as a natural trade hub connecting Asia, the Middle East, and Central Asia. Pakistan is already evolving into a new economic hub in the region through the China–Pakistan Economic Corridor (CPEC). If Canadian investors are provided opportunities to invest in CPEC’s Special Economic Zones, it could unlock new avenues of trilateral cooperation among Pakistani, Chinese, and Canadian companies. Low-cost labor, strategic geographical location, and easy access to the region can create extraordinary opportunities for Canadian industries.

In the same context, cooperation in agriculture, agricultural technology, food processing, mining, the processing of critical minerals, advanced mineral technologies, and energy projects can prove immensely beneficial for both countries. It is also an important opportunity for Pakistan to explore possibilities of economic cooperation among China, Pakistan and Canada utilizing the Special Economic Zones from which all parties can benefit. Following the completion of Gwadar Port and CPEC, Pakistan has emerged as not only an important gateway to South Asia but also a major trade gateway providing access to the markets of the Middle East, Central Asia, and Africa. If this potential is properly linked with effective diplomacy and investor-friendly policies, which are still considered lacking in Pakistan, the country can become a thriving hub of economic activity in the region.

Cooperation between the two countries has not remained limited to trade; new strides have also emerged in the field of security. Canada announced that it would invest more than US$2.2 million in three new security projects in Pakistan, which will be implemented with the cooperation of Interpol, the United Nations Office on Drugs and Crime, and the Royal Canadian Mounted Police. These projects will zero in on border management, counterterrorism, prevention of financial crimes, and specialized training for law enforcement agencies. In addition, Canada also announced US$45 million in new development assistance for Pakistan, which will be channeled toward addressing climate change, strengthening resilience against natural disasters, education including girls’ education, public health, and the rehabilitation of flood-affected areas.

Foreign Minister Ishaq Dar believes that the Pakistani community living in Canada is a sturdy pillar of relations between the two countries, and that the time has come to translate the diplomatic momentum that began last year into tangible results. On the other hand, Anita Anand also reaffirmed her resolve to further advance the progress made in recent months and take bilateral relations to new heights.

Canadian Foreign Minister is regarded as a seasoned political leader who has played a significant role in promoting investment protection, governance, and stronger links among different communities in Canada. Another positive aspect for Pakistan is that the Canadian High Commissioner to Islamabad, Tariq Khan, is tirelessly promoting relations between Pakistan and Canada and is keen to further strengthen trade and economic ties between the two countries, which have started paving the way for greater investment, trade, and commerce. The reality is that if Pakistan fully capitalizes on this golden opportunity by focusing on investor-friendly reforms, the transfer of modern technology, and a transparent business system, this visit could herald the dawn of a new chapter for Pakistan’s economy, exports, employment, investment, and global reputation. In this regard, Anita Anand’s visit represents a landmark in Pakistan–Canada relations, the benefits of which will become even more evident in the near future.
