In the country’s politics these days, the practice of raising questions on important appointments, political narratives and national institutions is common and the impression is growing that the institutions do not always work according to the constitution, rather they make mistakes.
When different institutions in a country are in conflict with each other, it becomes necessary to understand whether one institution violated the law or the other. Or are both institutions in conflict with each other due to some flaw in the constitution?
A second case has been registered against the National Highway Authority and Motorway Police officers in the Sehwan van accident.
DSP Railway, Inspector Sajid Shah, NHA Director South, Deputy Director, Assistant Director and Inspector Abid Hussain Shah were also named in the case. A passenger van had fallen into a ditch on the nearby Indus Highway.
21 people including 12 children died and 13 were injured when the passenger van fell into the pit. The accident occurred even after 2 months of flood situation due to non-filling of the cut and ditches for the discharge of flood water.
On one side was the National Highway Authority and on the other was the Irrigation Department. NHA Dadu had written to the Irrigation Department on September 29 regarding the closure of the cut on the Indus Highway.
Undoubtedly, this serious accident can be attributed to the negligence of some officers, but the real reasons of the incident can be revealed only after the investigation. At present, the clash of the two institutions can be clearly seen.
Another conflict at the national level is seen in the politicians and the military leadership. Pakistan Army has given a clear position that Army Chief General Qamar Javed Bajwa will not take further extension and a new Army Chief will be appointed in his place.
However, politicians on the other hand seem to be quite confused. On the one hand, we hear the news from the Prime Minister’s Office that the summary of the Army Chief’s appointment has been received, on the other hand, Shahid Khaqan Abbasi has given a statement that the non-arrival of the summary is a big failure.
Shahid Khaqan Abbasi in his recent statement also said that the Prime Minister has the authority to take notice of the non-appearance of a summary of COAS appointment. It will be illegal to not include the name of an eligible person in the summary and to substitute another person in their place.
Here, instead of the disagreement between the civil and military leadership, it seems that all the civilian leadership of the government is not on the same page on the issue of the appointment of the Army Chief, as Sheikh Rasheed also pointed out yesterday, while the nation’s Consensus is also very important.c
