Saudi Arabia has warned that expatriates applying for a Final Exit Visa (Khuruj Nihai) will not be able to obtain the permit if a vehicle remains registered in their name.
Anyone planning to leave the Kingdom on a Final Exit Visa must first ensure that they no longer own a registered vehicle. As long as a vehicle is registered under the applicant’s name, the Final Exit Visa will not be issued.
There are two ways to remove a vehicle from your name:
If you are selling the vehicle, ownership must be transferred to the new owner. This can be completed through the Absher platform or an authorised vehicle showroom. The vehicle must have a valid periodic inspection and active motor insurance for the transfer to be processed.
Alternatively, if the vehicle is old or no longer roadworthy, it can be handed over to a licensed scrap yard (Tashleeh). Once this has been done, the vehicle’s registration can be permanently cancelled through the Absher platform.
Applicants are also advised to clear all outstanding traffic fines before transferring or scrapping the vehicle. Any unpaid fines will prevent the vehicle from being transferred or deregistered, delaying the Final Exit Visa process.
Once the system confirms that no vehicle is registered under the applicant’s name, they will become eligible to obtain a Final Exit Visa.
