New vehicle registration policy announced in Punjab

Lahore: Registration of all newly purchased vehicles in Punjab will now be mandatory within the province itself, according to directives issued by Director General Excise Punjab Umar Sher Chatha.

In an order issued to officials of motor branches and to car manufacturers, the DG Excise said that every new vehicle sold in Punjab will be delivered to the buyer only after registration is completed. To operationalize the move, manufacturers have been instructed to provide the relevant motor branches with lists of their authorized dealers.

The DG Excise further stated that licenses for authorized dealers will be issued under the Dealer Vehicle Registration System (DVRS) on a timely basis. He added that the registration process for vehicles purchased on the basis of a Punjab CNIC will be the responsibility of the dealer, with the vehicle handed over to the purchaser only once registration is finalized.

The DVRS licensing process will begin as soon as the dealer lists are received. At present, DG Excise said, 102 dealers across Punjab—including Lahore—are already offering vehicle registration services under DVRS licenses.

Umar Sher Chatha noted that dealers are currently charging Rs 2,000 per vehicle registration as service charges. He said a proposal is under consideration to slightly increase these charges, aimed at improving transparency and making the system more effective.

These decisions were taken during a meeting of DG Excise Umar Sher Chatha with car manufacturers and directors of motor branches, during which the participating institutions were directed to ensure immediate implementation of the new instructions.
