Under new regulations issued by the State Bank of Pakistan (SBP), mobile wallets and digital bank accounts (like JazzCash and EasyPaisa) belonging to citizens who have not completed their biometric verification may face service disruptions starting today, October 25, 2025.
These disruptions could include the inability to send or receive funds.
The new rules, introduced through BPRD Circular No. 1 of 2025, are designed to enhance Anti-Money Laundering (AML) and Counter-Terrorism Financing (CTF) controls.

The rule change could affect millions of account holders who have not yet completed the process.
This updated framework now mandates biometric verification as the primary method of identification for opening accounts and wallets, whether done in a branch or remotely.
This eliminates the previous 60-day grace period that allowed users to verify their identity after opening an account. Financial institutions were given a three-month window to comply, with the final deadline for account holders being today.
