Basant with instructions: Here’s what you can and can’t do

The Punjab government has introduced a “Safe Basant” framework that ends an 18-year hiatus on the festival. However, this comes with very strict regulations on the types of kites and materials allowed.

Here is a breakdown of what you cannot fly or use during the celebrations:

1. Prohibited Kite Imagery & Designs
Under a 30-day ban (Section 144) enforced in January 2026, the government has specifically banned kites with any “sensitive” or “provocative” visuals:

Political Symbols: Kites featuring flags or symbols of any political party (specifically targeting the use of the number “804” or party colors to show dissent).

National Flags: Kites bearing the flags of Pakistan or any other country.

Religious Imagery: Kites featuring holy scriptures, images of religious places, or sensitive religious symbols.

Personalities: Kites with pictures of specific individuals or political leaders.

What is allowed? Only plain, uni-coloured, or multi-coloured traditional paper kites (commonly known as Gudda or Patang) are permitted.

 

2. Banned Materials and Strings
The most severe penalties are tied to the type of string (door) used, as these have historically caused fatal accidents:

Metallic Wire: Strictly prohibited due to the risk of electrocution and fatal neck injuries.

Nylon/Plastic Cord: Often called “Tandi,” these do not break easily and are extremely dangerous.

Chemical/Glass Coated String: Any string coated with crushed glass (Maanjha) or sharp chemicals is banned.

Large Kites: Kites exceeding a specific size (standardized by the government) are not allowed.

Charkhis (Large Reels): Traditional large reels are banned because they increase the speed and tension of the string; only hand-held spools (Pana) are permitted.

3. Important Rules for 2026
Permissible String: Only 9-thread cotton string is allowed.

Designated Dates: Kite flying is only permitted in Lahore from February 6 to 8, 2026. Flying on any other date is a non-bailable offense.

Zone Restrictions: Lahore has been divided into Red, Yellow, and Green zones with varying levels of restriction.

Penalties: Violators can face 3 to 5 years of imprisonment and fines up to Rs2 million. Manufacturers face even harsher penalties (up to 7 years in jail and Rs5 million in fines).

A Note for Motorcyclists: If you are riding during these days, the government has made it mandatory to install safety wires/rods on the front of your bike to catch stray strings.
