ISLAMABAD: Pakistan has been ranked as the least secure country in the world against online fraud, according to the Global Fraud Index 2025, highlighting growing concerns over the country’s cybersecurity and digital fraud prevention mechanisms.
The report, jointly published by international identity verification platform Sumsub and global data provider Statista, ranks Pakistan 112th out of 112 countries, placing it at the bottom of the global index.
According to the findings, Pakistan has remained at the lowest position in the global digital fraud resilience rankings for the second consecutive year, raising serious concerns about the country’s cybersecurity infrastructure, digital protection measures, and ability to combat online fraud.
The index evaluates countries based on four key indicators: fraud rates, government response, access to digital resources, and overall economic conditions.
The report states that Pakistan recorded the highest rate of digital fraud among the countries assessed. It also points to shortcomings in government efforts to combat cybercrime, the effectiveness of e-governance initiatives, and the enforcement of cybersecurity and digital security regulations.
At the other end of the rankings, Luxembourg, Denmark, Finland, and Norway were identified as the countries best equipped to prevent and combat digital fraud. Pakistan was grouped among the lowest-ranked countries alongside Indonesia, Nigeria, and India.
Cybersecurity experts cited in the report said the rapid advancement of artificial intelligence (AI) has enabled fraudsters to adopt increasingly sophisticated techniques, making online scams more difficult to detect.
The experts stressed that Pakistan needs stronger collaboration among government institutions, financial institutions, technology companies, and the public to strengthen digital security.
They also called for the modernization of cybersecurity infrastructure, stricter enforcement of relevant laws, and greater public awareness to counter the growing threat of online financial fraud.
