Canada Streamlines Study Permit Processing for PhD Students

Ottawa: Canada has decided to make the study permit process faster and more accessible for international students coming to the country for higher education, particularly those pursuing master’s and doctoral (PhD) programs.

The new measures introduced by the federal government are aimed at attracting highly qualified students, researchers and talented individuals from around the world to Canadian educational institutions.

According to Canadian immigration authorities, eligible graduate students will benefit from a faster study permit process. Under the new arrangements, eligible PhD students may have their study permit applications processed within two weeks, subject to meeting the required conditions. The faster processing is intended to reduce waiting times and help students begin their academic journey in Canada more quickly.

Another significant change took effect in January 2026. Eligible international students enrolling in master’s and doctoral degree programs at public designated learning institutions are exempt from the requirement to submit a Provincial Attestation Letter or Territorial Attestation Letter (PAL/TAL) with their study permit applications, subject to applicable rules and provincial requirements.

The new measures also provide additional options for eligible graduate students who wish to have their family members accompany them to Canada. Depending on their circumstances and eligibility, certain spouses or common-law partners may also qualify for an open work permit.

Following completion of their studies, eligible graduates may also qualify for a Post-Graduation Work Permit (PGWP), allowing them to gain work experience in Canada after completing their academic programs. Eligibility depends on the program, institution and other applicable requirements.

The changes come as Canada continues to adjust its international student policies and manage the overall number of international students entering the country. At the same time, government figures indicate that the share of new study permits issued to master’s and doctoral students has increased.

According to government data, master’s and doctoral students accounted for 21 percent of new study permits issued during the first half of 2026, compared with 12 percent during the same period in 2025.

The latest measures reflect Canada’s continued focus on attracting highly skilled international students, particularly those pursuing advanced degrees and contributing to the country’s higher education, research and innovation sectors.
