KARACHI: A case involving the alleged use of fake documents to secure a government job in Sindh’s Education Department has come to light, with Shahnaz, wife of Imdad Ali, being dismissed from service following a departmental inquiry.
According to departmental records, Shahnaz claimed to have been appointed in 1995 and subsequently secured government employment in 2013. However, questions were later raised about her educational qualifications and the documents related to her appointment, leading to a formal departmental investigation.
Well-known news anchor and poet Wajeeh Sani shared a video on social media concerning alleged irregularities in recruitment in Sindh. In the video, it was claimed that an under-matric woman had been recruited as a teacher in the Sindh Education Department on the basis of allegedly fake educational credentials.
How Did an Under-Matric Woman Become a Government Teacher in Sindh?
The video also alleged that a bank loan of Rs1 million had been obtained in the woman’s name, after which she faced various difficulties.
Shahnaz, who appeared at the Mirpurkhas Press Club, presented various documents and gave her version of the matter. She claimed that she had been formally appointed to the government position but that departmental action was initiated against her later.
What Did the Education Department’s Inquiry Find?
According to the official position of the Sindh Education Department, Shahnaz was recruited as a teacher after being shown as a graduate. However, the departmental inquiry found her educational qualification to be below matriculation level. The department stated that fake and fabricated documents had allegedly been used to obtain the government job.
According to official details, Shahnaz also approached the Sindh High Court seeking restoration of her salary. In this regard, she filed two cases, C.P. No. D-3158/2022 and C.P. No. D-1136/2024.
On the court’s directions, an inquiry committee was constituted on June 12, 2025, to investigate the matter. According to the Education Department, the committee examined the available record and evidence and found the allegations relating to fake documents to be substantiated.
During the departmental proceedings, Shahnaz was served with a show-cause notice and subsequently a final show-cause notice. However, according to the department, she did not submit a response to either notice.
She was also given an opportunity for a personal hearing on November 24, 2025, but, according to the department, she did not appear.
After completing the required legal and departmental procedures, Shahnaz was dismissed from government service on November 25, 2025. The Education Department said the action was taken under Order No. DSE/ES&HS/A-II/1580/2025-26.
Hamid Mir’s Position
Journalist Hamid Mir also commented on the matter, saying that if the allegations of fraud against the woman are correct, the investigation should not be limited to her alone. According to him, the individuals and institutions that may have been involved in the process should also be identified and investigated.

Mir further questioned how, if the alleged use of fake documents dates back to 1995, the matter remained undetected by the relevant institutions for such a long period.
Sanjay Sadhwani’s Claim
Private television channel reporter Sanjay Sadhwani, responding to Hamid Mir’s comments, claimed that the woman’s case had also been discussed before the court, where questions were raised about her position.

According to Sadhwani, the woman had approached the court seeking payment of her government salary. However, he claimed that the Education Department presented its evidence against her before the court, following which departmental proceedings resulted in her dismissal from service.
Sadhwani described the matter as a major fraud and called for a comprehensive investigation.
Questions Raised Over Recruitment in Sindh
The details of the departmental proceedings and inquiry against Shahnaz have also raised questions about the process used to verify educational certificates and other documents during government recruitment in Sindh.
If, according to official records, a person secured government employment on the basis of allegedly fake documents and continued receiving a salary or other financial benefits for an extended period, it also becomes important to determine how the documents were verified at the time of recruitment and at what level the verification process was carried out.
The Sindh Education Department maintains that action against Shahnaz was taken after completing all required legal and departmental procedures. The department has also emphasized its commitment to transparency, compliance with the law and adherence to prescribed rules and procedures.
