Telecom Bill debate intensifies as Shaza Fatima call allegations baseless

ISLAMABAD: Federal Minister for Information Technology Shaza Fatima Khawaja on Sunday rejected allegations that the proposed Telecom Bill would allow forcible occupation of private land, insisting that property categories would be clearly defined and owner consent required for fiber installation.

Speaking at a joint press conference with Federal Law Minister Azam Nazir Tarar, Ms. Khawaja described accusations of financial irregularities linked to the legislation as “baseless,” urging Prime Minister Shehbaz Sharif to order an inquiry into the claims.

“The purpose of the new Telecom Bill is to expand high-speed internet access nationwide, and the legislation is being framed through consensus,” she said.

Mr. Tarar clarified that the Telecommunication Act had already been passed with six amendments, stressing that “permission of the owner will be required to lay fiber through private property.” He added that a parliamentary committee had reviewed the matter and found no evidence of favoritism toward any single company, directing that flaws in the bill be removed.

Ms. Khawaja further highlighted Pakistan’s recent spectrum auction, which she described as “the world’s largest since 2016,” generating significant revenue. “It is necessary to improve the system over time,” she said, reiterating her request for an inquiry into allegations surrounding the bill.

It is pertinent to mention here that the Telecom Bill has drawn criticism from opposition parties and civil society groups, who argue that provisions related to property access and regulatory oversight could be misused.

Critics have warned that vague clauses may open the door to disputes over land rights and potential favoritism in licensing. The government, however, maintains that the amendments safeguard private ownership and ensure transparency.

Mr. Tarar concluded that the committee’s findings showed no company had been awarded undue advantage, underscoring that the legislation aims to strengthen Pakistan’s digital infrastructure while addressing concerns raised during parliamentary debate.
