Chasing 117, Pakistan needed 18 from a dramatic final over but could only manage 14 to fall agonizingly short.
Pakistan would be feeling that they were too circumspect and allowed the West Indies into a game they had no business winning.
Pakistan’s defeat meant England are certain to finish in the top two in Group 2 and can guarantee top spot if they avoid defeat to Pakistan on Tuesday.
Rashada Williams earlier hit 30 from 34 balls as West Indies posted 116-6.
Pakistan captain Bismah Maroof said “It is hurtful for everyone. It was a very close match. We were not up to the mark in our batting. We know that the wickets are very slow. We knew our spin department is very good. It (against England) is an important match for us. We have played good cricket throughout and we will try to continue that.”
