WAPDA’s junior clerk becomes secretary in Mirpurkhas Board

It has been revealed that the current secretary of Mirpur Khas Education Board, Anisuddin Siddiqui was illegally recruited as an audit officer in grade 18 in Mirpur Khas Board in 2005 while he was appointed as an audit officer in grade 18, while experiencing at least five years of audit or accounting experience is required for the post of 17th grade.

Earlier, Anisuddin Siddiqui was a junior clerk in WAPDA Hyderabad in 1998 when he resigned from the post and got a job as an accountant in HDA in Grade 11. Where fake certificates of academic performance and educational qualifications were submitted.

According to the certificates submitted by Anisuddin Siddiqui in DHA for recruitment, Siddiqui has also been working as Assistant Secretary on OPS in HDA while at the same time he was recruited as Audit Officer Grade 18 in Board of Education Mirpur Khas. 

Anisuddin Siddiqui has also hired several employees of Mirpur Special Education Board to keep the job obtained through fake methods permanent and give stability. After which he was promoted from grade 18 to grade 19 and became an audit officer and also took charge of the secretary.

Despite numerous irregularities in the appointment of Anisuddin Siddiqui, he was not only promoted to Grade 19 but also given free rein to commit corruption in the board.

In all the Boards of Education of Sindh, the appointment of Chairman, Secretary, Controller and Audit Officer is under the control of the controlling authority of the Boards as per law. 

According to the documents, the post of secretary of the audit officer was published by the Mirpur Board through an advertisement that was to be published by the controlling authority (which was with the Governor of Sindh in 2005). Tests and interviews were also conducted by the Secretary Mirpur Special Board to pave the way for the recruitment of Anis Siddiqui, which was once again a blatant violation of legal requirements.

In addition, Anis Siddiqui’s appointment order was issued by the controlling authority for further violation of the rules, which was a serious violation of the law as the controlling authority had issued an order for a person whom he had neither advertised nor.

Anis Siddiqui from University East Hyderabad did his Master of Philosophy in Education on the basis of which he is receiving a monthly bonus of Rs. 2500 from the Board of Education, Mirpur Khas. Anisuddin Siddiqui’s degree in Higher Education Islamabad has not been certified by the University of East Hyderabad and Anis Siddiqui is still receiving Rs.2500.

Documents prepared for the court state that Anisuddin Siddiqui had resigned from the post of Junior Clerk WAPDA in 1998 and got a Grade 11 job in Hyderabad Development Authority (HDA). After jumping from 11th grade in 2005, he got a job as an 18th-grade audit officer in Mirpur Special Board Office.

Surprisingly, Anisuddin Siddiqui tampered with the Hyderabad Development Authority’s Relevant Order and NOC, cut Grade 11 from his hand and wrote Grade 17, after which the tampered letter was submitted to the Mirpur Special Board Office. Secretary Mirpur Khas Board has been paying salary to Imran Khan Chishti, a NAB-hit officer in Karachi, for four years by sitting at home. Several employees protested against the act, but they were reportedly blackmailed.

The constitutional petition states that Anisuddin Siddiqui, an ex-cadre officer, should be immediately removed from the post of secretary and replaced by a permanent secretary and a bonus of Rs. 2500 given to Anis Siddiqui on fake certificate should also be recovered. The removal of Anis Siddiqui is also necessary and appointment of competent officer at his place should be ensured.
