PESHAWAR: A controversy has emerged over the land ownership, construction and funding of the Mufti Mahmood Centre, located along Peshawar’s Ring Road, after Pakistan Muslim League-Nawaz (PML-N) MNA and Khyber Pakhtunkhwa Information Adviser Samar Haroon Bilour shared documents relating to the facility and raised questions about its affairs.
Bilour accused Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman of allegedly obtaining funds from Libya through fraudulent means to finance the construction of the centre.
The documents shared by Bilour have raised questions about the acquisition of land for the centre, its ownership and the sources of funding used for its construction.
Samar Haroon Bilour (@SamarHBilour) November 2, 2026
According to Bilour, approximately 79 kanals of land were purchased in 2003 for the establishment of the Mufti Mahmood Centre. She questioned the source of funds used to purchase the land and finance the construction, while also seeking clarification over the reported registration of the property in Maulana Fazlur Rehman’s name.
Alleged Encroachments Around the Centre
The documents shared by Bilour also raise concerns about the metal fencing installed around the centre. According to her, the fencing has been erected within the 52-foot setback area of Peshawar Ring Road, which forms part of the designated government right-of-way.
Citing a joint technical survey conducted by the Peshawar Development Authority, district administration, Capital Metropolitan Government and Khyber Pakhtunkhwa Highways Authority, the documents reportedly state that the centre’s outer boundaries, boundary wall and security installations extend beyond the officially prescribed limits.
Notices Reportedly Issued in 2019 and 2026
According to the documents, the centre’s administration was served with a final show-cause notice and a demolition notice on October 27, 2019. The notice reportedly directed the administration to remove the alleged encroachments from the 52-foot government setback area within three days.
The documents further state that another notice concerning the alleged encroachments was issued to the centre’s administration in May 2026.
The controversy has emerged amid an ongoing campaign by the authorities to remove alleged encroachments from government land along Peshawar Ring Road and its surrounding areas. Operations are being carried out at various locations to reclaim public land.
However, the allegations concerning financial assistance from Libya, property ownership and encroachments on government land have yet to be independently verified. The response of Maulana Fazlur Rehman and the administration of the Mufti Mahmood Centre is also awaited.
