An important resolution will be presented in the Punjab Assembly today, demanding the introduction of a federal-style parliamentary system in the province and the establishment of a Senate, a private TV channel reported on Tuesday.
As per the report, this resolution has been jointly prepared by Samiullah Khan of the PML-N, Ali Haider of the PPP and other members.
The resolution states that according to official figures, the population of Punjab is 124 million, which is more than 171 countries in the world. There are only 11 countries in the world whose population is more than Punjab.
The resolution further states that for effective governance and consultation in a province with such a large population, the involvement of experts and representatives from various fields is necessary so that they can play a role in the development and prosperity of the province based on their expertise and experience.
According to the resolution, there is no scope for this in the current constitutional structure, therefore, the Punjab Assembly has recommended to the federal government that necessary amendments be made to the Constitution of Pakistan so that a bicameral system can be introduced in the province of Punjab.
Under this system, it has been proposed to establish an upper house (on the lines of the Senate) called the “Punjab Council” along with the lower house of the Punjab Assembly. Experts and representatives from different walks of life will be nominated or elected in this house so that they can prove helpful in the administrative affairs of the province.
