Pakistan to bring private Hajj scheme under direct govt oversight

The Government of Pakistan has approved a major overhaul of the private Hajj scheme, bringing its operations under the direct supervision of the Ministry of Religious Affairs.

Under the new regulatory framework, bookings for private Hajj packages, contractual arrangements and all financial transactions will be processed through the Ministry’s official Pak Hajj App, rather than by private Hajj operators.

According to officials at the Ministry of Religious Affairs, the new digital system is being introduced in line with the requirements of Saudi Arabia’s Nusuk Masar platform. A one-window system will be established to streamline the process, improve transparency in Hajj operations and reduce the risk of fraud and financial malpractice.

Sources said that, following the government Hajj scheme, the Pak Hajj App will now serve as the central platform for private Hajj operations. Prospective pilgrims will be able to browse a range of private Hajj packages and select their preferred authorised operator through the application.

Officials said that 25 licensed private Hajj companies will provide their services under the Ministry’s oversight. More than 105,000 prospective private Hajj pilgrims have already completed their registration through the Pak Hajj App.

Preparations have also been finalised for the new system to manage private Hajj operations from 2027 to 2030. The Ministry of Religious Affairs will oversee pilgrims’ payments, contractual guarantees and other operational matters throughout the process.

According to officials, the reforms are intended to improve services for pilgrims, enhance transparency in financial transactions and modernise Pakistan’s private Hajj operations through a comprehensive digital system.
