KP unveils first hybrid wheat procurement policy for 2026

PESHAWAR: The Khyber Pakhtunkhwa government announced the Hybrid Wheat Procurement Policy 2026 the other day, marking the first time the private sector will be formally included in the province’s wheat procurement drive.

According to the official policy document now available to media, the government will maintain a strategic wheat reserve of 530,000 metric tons for the upcoming season. The procurement will be carried out under a hybrid model, with part of the target met through private aggregators.

Under the new framework, two-thirds of the wheat will be purchased directly by the provincial government, while the remaining one-third will be procured by private aggregators selected through a transparent tendering process.

The government has fixed a provisional support price of Rs. 3,500 per 40 kilograms for wheat.

MM News has learnt that for the purpose of financing the plan, a total of Rs. 48 billion has been earmarked. Of this, Rs. 32bn will be allocated for government-level procurement, while Rs16bn has been set aside for the private sector.

To facilitate private participation, the document states that aggregators will be provided with up to 70 per cent mark-up support on financing. All payments to farmers and other stakeholders will be routed through banking channels to ensure transparency.

The policy also envisages the introduction of a digital monitoring system to track wheat stocks across the province in real time.

Officials said the hybrid approach aims to diversify procurement channels, reduce fiscal burden on the government, and ensure timely availability of wheat while bringing greater transparency to the process.
