KP Ombudsperson overturns harassment charges against Islamia College professor

The Khyber Pakhtunkhwa Ombudsperson for Women has overturned the dismissal of an assistant professor at Islamia College University, Peshawar, clearing him of all charges related to alleged sexual harassment.

According to the decision issued by the Ombudsperson’s office, the professor was terminated on May 17, 2025, after a female student accused him of sexual harassment.

However, the assistant professor challenged the decision, arguing that the proceedings were legally flawed, as he was not provided with a copy of the complaint nor given a fair opportunity to defend himself.

The Ombudsperson termed the dismissal “illegal, biased, and contrary to the basic principles of justice,” noting that Vice Chancellor Dr. Zia-ul-Haq exceeded his authority and made the decision on “political grounds.”

After a detailed review of the case record, the Ombudsperson concluded that the allegations were unsubstantiated and without merit. The professor’s termination order was annulled, and his reinstatement was directed.

The appeal, filed by Advocate Syed Asif Jalal, argued that the university had violated due process by conducting a one-sided inquiry.

The Ombudsperson accepted this stance, observing that the baseless allegations had harmed the teacher’s professional reputation, which warranted redress.

The decision further stated that the university may, if deemed necessary, initiate a fresh and impartial inquiry under the law. However, in light of the current ruling, the assistant professor has been fully exonerated of all charges.
