Pakistan’s Ministry of Law and Justice, in partnership with NADRA and the National Police Bureau (NBP), officially launched Pakistan’s first National Sex Offenders Register on Tuesday. This is a step toward ending sexual violence and abuse since it will establish a more active system accessible to institutions and law enforcement agencies.
NADRA was tasked to maintain the record of sex offenders in the country under section 24 of the Anti-Rape (Investigation and Trial) Act, 2021. The working rules for the register have been finalized by the Ministry of Law and Justice in collaboration with the Special Committee established under the Act in September 2023.
This Special Committee is also responsible for the general administration of legal actions against sexual violence, including the administration of the register. Designed and piloted by NADRA, the system is now being managed by the National Police Bureau, which will coordinate with the law enforcement agencies at the provincial level to ensure its smooth operation.
Addressing the launching ceremony, Ayesha Raza Farooq, Anti-Rape Special Committee’s Chairperson, said that this new record of convicted offenders will also serve to keep vigilance over the offenders after their release from prison.
She assured that services will be continued through the committee to prevent re-victimization of survivors and to develop cooperation among agencies for the proper enforcement of the Act.
