A major financial scandal has surfaced at the Police Training College, Lahore (commonly called Chung college or PTC Chung) where an inquiry report alleges the embezzlement and financial misappropriation of more than Rs200 million.
The report has recommended criminal and departmental action against several officials and a contractor over alleged bogus bills, forged entries, and misuse of college funds.
According to the inquiry report, Rs. 169 million was allegedly misappropriated under the heads of training fees, PARA, and customs, while Rs. 31 million was allegedly embezzled from food and canteen revenue.
The report says that Rs. 3.1 million was allegedly misappropriated under stationery and computer stationery, Rs. 9 million for furniture and machinery, Rs. 250,000 for tea and coffee, Rs. 2.7 million for transportation, and Rs. 1 million under the buildings-related head.
The inquiry committee has recommended registration of criminal cases against contractor Yasir Ayub and accountant Shehbaz Khalid.
The report also recommends departmental action against DIG Mehboob Aslam Lillah, DSP Shahid Javed, and accountant Khalid over serious mismanagement.
Departmental action has also been recommended against Inspector Muhammad Asghar, Makhdum Hussain, Ashfaq Ahmed, Shaukat Ali, Sub-Inspector Isra Hamad, and Khalid Usman in connection with signing bogus bills and making fraudulent entries.
According to the inquiry report, subordinate officers, administrative staff, the store in-charge, booking staff, stationery clerks, and other personnel were posted in the relevant positions during the period under investigation.
The report alleges that contractor Yasir Ayub, acting as the alleged frontman of DIG Mehboob Aslam Lillah, was running the training college like a personal business. It alleges that all the relevant documentation was fabricated, after which bills were processed and funds released.
According to the inquiry report, contractor Yasir Ayub had bills prepared under the names of six different companies, which were allegedly companies established by him personally.
The report further says that DSP Shahid Javed, rather than resisting the commandant’s alleged unlawful orders, continued to implement them without obstruction.
According to officials, in light of the recommendations of the inquiry report, DIG Mehboob Aslam Lillah has been made an Officer on Special Duty (OSD), while DSP Shahid Javed has been suspended.
