ISLAMABAD: The Khyber Pakhtunkhwa government has requested to transfer services of the brother of Jamiat Ulema-i-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman back to the provincial government.
The Establishment Department, Government of Khyber Pakhtunkhwa, has written a letter to Establishment Division, Cabinet Secretariat, seeking to repatriate Zia-ur-Rehman who has appointed on deputation in Sindh. The letter said the provincial government is facing a shortage of cadre officers and requires the services of the officer.
The Establishment Division promptly issued a notification transferring Zia-ur-Rehman back to Khyber Pakhtunkhwa with immediate effect.

Ziaur Rehman, a Grade 19 officer of Provincial Management Service (PMS), was appointed as deputy commissioner of the District Central in Karachi last week on deputation. The decision was widely opposed by the opposition parties including Pakistan Tehreek-e-Insaf, Muttahida Qaumi Movement-Pakistan and others.
The Sindh government has approved his appointment on deputation from the provincial government. However, the decision was controversial as the Supreme Court has banned appointments on deputation.
Zia-ur-Rehman is an employee of the Khyber Pakhtunkhwa government’s civil service and has also served as Deputy Commissioner Khushab during the PML-N era.
He started as a PTCL division engineer before the 2007 MMA government in KP. During that time the chief minister sent a summary to the governor to circumvent the rules to allow Zia’s appointment in the provincial management service.
He was appointed a section officer in Peshawar and moved to the Establishment Division in 2014. He was removed from his post when PTI came to power and NAB began investigating how he was appointed in the first place without being a civil servant.
His appointment was reportedly brought up during the last meeting between Asif Ali Zardari and Maulana Fazl-ur-Rehman.
