CDA officer fraudulently performs Hajj on govt expense

ISLAMABAD: Capital Development Authority (CDA) senior officer Mahmood Ali has allegedly been involved in a wide range of corrupt practices from changing his age on official documents to secure an extension to fraudulently performing Hajj on official expense.
The supreme head of CDA Labour Union joined KDA in 1977 and moved to CDA in 1983. He started working as a stenographer in 1991. The pay scale of a stenographer was upgraded from Grade 15 to 17 in 2011 for which he had filed an application.
He submitted an application that he would not like to receive the promotion as he was the supreme head of the CDA worker’s union. The approval was granted and on October 20, 2011, his promotion order was canceled.
A ballot for Hajj of CDA workers was held in 2014 which he performed on official expense as his pay scale was corresponding to Grade 15. A letter from Director HRD-2 has revealed that Mahmood Ali had been promoted to Grade 17 on May 11, 2011.
This is a severe violation as the concerned individual performed Hajj which was meant for officers of Grade 1-15 in 2014, while he was reportedly promoted in 2011. It is also unknown how he received the promotion after he was denied earlier in 2011.
The date of birth of the concerned officer is 7 June 1959 on official records, which had also been tampered with and shown as 1961. According to the official birth date, Mahmood Ali would have reached the retirement age of sixty on 6 June 1959.
A duplicate matriculation certificate no. 29338 from Lahore Board has been submitted to change his birthday from 1959 to 1961. According to SRO 2000(1), 872 and CDA regulations 1992 section 11.4, the date of birth cannot be changed in the Services book.
The matric certificate is a duplicate which is being confirmed by his son, Tufail Mahmood, which shows that he failed in General Science (29 marks) and Mathematics (49 marks) subjects but was declared clear due to concessional role marks. He passed his exams in 1977 but the documents show the date as of January 17. 1980.
If the date of birth in 1961 is deemed correct, then it would also imply that Mahmood Ali was aged just 16 years 3 months and 22 days when he joined the KDA in 1977.
