ISLAMABAD: A major proposal to restructure Pakistan’s administrative system has emerged, with discussions underway to increase the number of provinces from the existing four to 12. The proposal also includes the possibility of holding a nationwide referendum to seek public opinion on the proposed changes.

Under the initial plan, Punjab could be divided into four provinces, Khyber Pakhtunkhwa into three, Balochistan into three and Sindh into two. If implemented, the proposed restructuring would bring the total number of provinces in Pakistan to 12.

The proposed changes are aimed at improving governance, making public services more accessible and ensuring a fairer distribution of development resources across the country.

The initial outline also envisages possible progress towards a constitutional amendment during the first six months of 2027.

Supporters of the proposal argue that creating smaller administrative units could bring government institutions closer to the public, accelerate the resolution of local issues and improve the delivery of public services. They also believe the move could help ensure more balanced development across different regions.

However, several key issues remain unresolved, including the proposed boundaries of the new provinces, the distribution of financial resources, administrative powers and provincial representation.

Any move towards implementing the proposal would require broad political consensus, parliamentary support and compliance with constitutional requirements.

It is important to note that the proposal to create 12 provinces and hold a nationwide referendum remains at an initial discussion stage. No final decision or formal government announcement confirming the plan has been made so far.
