Human Trafficking of Pakistani Youth

Ambassador Dr. Jamil by Ambassador Dr. Jamil
June 19, 2023

The alarming truth remains that the smuggling of human beings out of the country has transformed into a formalized enterprise, with a network resembling a criminal syndicate orchestrating these heinous acts of human trafficking.

Pakistani citizens do not merely make their way to Libya from their homeland; they systematically traverse multiple countries to reach their final destinations. Those involved in this illicit human trafficking business, masquerading as foreign agents, exploit the little assets of spirant individuals, forcing them to sell their family assets, including livestock and homes and generate funds which is paid to the mafia agents.

It is disheartening that our unemployed youth are aware that fleeing their homeland illegally in search of a prosperous life may subject them to the unforgiving waves of the sea. Frequent reports of boat sinking involving illegal immigrants only emphasize the prevailing dangers. How can those who embark on such perilous journeys remain ignorant of the current circumstances? Even when faced with news of fellow Pakistanis drowning at sea, they continue to risk their lives, resulting in tragic losses, as exemplified by the 298 Pakistanis who perished. The 12 survivors bear witness to the gravity of this crime, marking a colossal tragedy for any nation. Regrettably, the value of the Pakistani passport ranks among the ten least influential passports worldwide.

The majority of lives lost in this heart-wrenching incident belonged to Pakistanis. Today, the nation must contemplate why such a significant number of its citizens yearn to leave their homeland. Syrians and Egyptians were also among those on the ill-fated boat, as these three countries have fallen victim to severe human rights violations, poverty, and destitution. The disruptive presence of hereditary politics, dictatorship, and social disparities exacerbates Pakistan’s political, social, and economic conditions, compelling the country’s young citizens to seek refuge elsewhere. Consequently, individuals from impoverished and middle-class backgrounds believe that remaining in their homeland will yield no change in their circumstances, leading them to abandon everything in pursuit of a better life abroad.

Poverty, unemployment, and rampant inflation have made life increasingly arduous for the people within our country. This dire situation prompts individuals to sell their homes and risk their lives, dreaming of settling in foreign lands. This unfortunate reality reveals a lack of patriotism in the hearts of the people, as highlighted in a blessed hadith of the Prophet Muhammad (peace be upon him), foretelling that the destitute may succumb to disbelief. Hence, if poverty can erode a person’s faith, then patriotism inevitably takes a backseat.

In the aftermath of the tragic boat accident near Greece, 104 individuals, including 12 Pakistanis, have been rescued. These survivors disclosed that they paid human traffickers $4,500 per person (approximately 1.35 million Pakistani rupees) to facilitate their journey to Italy and Greece. Unfortunately, the United Nations holds minimal hope for the survival of those still missing. The sinking boat carried a total of 750 passengers, including 310 Pakistanis. Describing the incident as a monumental tragedy would not be an exaggeration, as the hopes and lives of nearly 300 Pakistani families have been engulfed by the Mediterranean Sea.

The ill-fated ship embarked on its journey from the Libyan town of Tabruk, bound for Europe. The passengers hailed from various countries, including Pakistan, Syria, and Egypt. To date, 79 bodies have been recovered. The Pakistani nationals onboard originated from different cities across the country, including Gujarat, Mandi Bahauddin, Gujranwala, Sialkot, and Kotli (Azad Kashmir). After three days, the fate of the remaining 298 Pakistanis remains uncertain. Survivors of the incident recount how their wooden boat caps

Survivors of the incident recount the harrowing moments when their wooden boat was capsized by a larger vessel, causing the tragic loss of lives. The United Nations solemnly states that due to the location of the incident in the deep sea, the chances of any additional survivors are extremely slim.

This heartbreaking occurrence is not an isolated incident but rather a recurring tragedy, with dozens, if not hundreds, of Pakistani citizens falling victim to the treacherous waves of the sea each year as they seek a better life abroad. It is imperative for those in positions of power to reflect on these circumstances and take decisive action. Here are several recommended measures that can be undertaken:

Firstly, the government should prioritize the development of national industries and job markets, creating more employment opportunities within Pakistan. This can be achieved through investments in infrastructure, technology, and various sectors such as manufacturing, agriculture, services, and entrepreneurship. By enhancing domestic employment prospects, the inclination of Pakistanis to seek work overseas may diminish.

Secondly, Pakistan can invest in skill development programs and vocational training institutions to equip its citizens with the necessary expertise for employment in diverse sectors. By offering short-term courses through the country’s 1400 vocational training centers, legal avenues for migration can be established. Providing training in high-demand sectors will enable Pakistani youth to acquire valuable skills, enhancing their prospects for employment both domestically and abroad.

Thirdly, promoting entrepreneurship can foster job creation and economic growth. The government can support aspiring entrepreneurs by facilitating access to loans, providing business development services, and offering mentoring programs. Cultivating an entrepreneurial-friendly environment may encourage young individuals to establish businesses within Pakistan instead of seeking opportunities overseas.

Fourthly, Pakistan should focus on improving labor laws and regulations to safeguard the rights and well-being of its workers. This includes enforcing minimum wage standards, ensuring safe working conditions, and addressing issues of exploitation and human trafficking. By prioritizing the welfare of its workforce, Pakistan can discourage the troubling trend of citizens seeking employment abroad under hazardous conditions.

Fifthly, the government should initiate awareness campaigns highlighting the dangers associated with illegal migration and precarious working conditions. By providing accurate and up-to-date information on legal migration routes, potential job opportunities, and associated risks, young people can make informed decisions about their employment choices.

Sixthly, Pakistan must strengthen its consular services to better support its citizens abroad. This involves establishing robust emergency response systems, offering legal aid, and promoting safe migration practices. Ensuring the safety and well-being of Pakistani nationals overseas will help address concerns and discourage illegal emigration attempts.

Additionally, Pakistan can collaborate with other countries, international organizations, and NGOs to tackle the challenges faced by immigrants in the desired destinations of Pakistani citizens. Joint efforts in information sharing, policy coordination, and implementing necessary measures for migrant rights and protection can yield positive outcomes.

The recent tragedy has finally prompted the government to take action, with the establishment of an inquiry commission. Swift measures should be taken within the next month to bring these human trafficking mafias to justice under Pakistani law. Pakistan can also seek assistance from other countries through the Ministry of Foreign Affairs, utilizing international laws to trace and punish these criminal organizations in their respective nations.

Similarly, in the past, several European countries collaborated under international law to apprehend a human trafficking network. Therefore, there is no reason why Pakistan cannot adopt the same stringent approach, ensuring that human traffickers no longer manipulate the hopes and lives of its people. It is crucial for the current government to initiate these actions and bring all operatives of these mafias, scattered across various countries involved in these illegal migration routes, to account. Such measures will prevent these matters from fading away and reduce the likelihood of future accidents, a prayer that should always be cherished.
