KARACHI: The petrol pump set up on the land of Karachi University has become a golden sparrow for the director of finance. The KE is paying an additional monthly electricity bill of about Rs. 3 million for the commercial line.
The petrol pump set up on the land of Karachi University has become a golden bird for the corrupt officials of Karachi University including the Director of Finance (DF). The tender/auction cannot be allotted directly to anyone as per PEPRA, SEPRA rules and SC orders, for this it is necessary to tender the said place and the highest bidder should be allotted the place but here the situation is quite different.
The petrol pump set up on the land of Karachi University has been leased directly to a private party at a monthly rent of around Rs.150,000 against its original rent value of around Rs30 to 40 million. In this context, DF and other officials are gaining lakhs of rupees personally by denting KE’s funds.
On the other hand, due to the petrol pump, the relevant feeder caterpillar of Karachi University has been commercialized, due to which Karachi University has to pay an additional monthly bill of about Rs. 3 million per month. Percentage increase in rent and renewal of contract every 10 years but this is not being implemented and for the last 9 months the file for renewal of contract has been lying with the Director of Finance and it is missing.
Furthermore, the owner of the pump is depositing the old rent directly in the account of Karachi University. Surprisingly, the owner of the pump has paid millions of rupees to other parties for rent of tire shop, service center and shop. According to the rules, after renting or leasing government land or property, the tenant can no longer lease it, while the owner of the petrol pump is receiving three times more amount from these three outlets at the premises as compared to his rent to the KE and in this scenario, the owner is operating the petrol pump just like for free.
According to sources, the concerned officers of Karachi University are receiving more than Rs.1 million per month from this pump and causing a loss of Rs6 million to the KE, which no one is taking notice of.
