Conspiracy to trap new Chairman EOBI unearth

KARACHI: Director Human Resources and Assistant Director of Law Department, EOBI, Tahir Siddique Chaudhry, Naeem Shaukat Qaimkhani and others misled the court by changing the report of Fact-Finding Inquiry for Quota Violation and tried to trap Chairman EOBI  and protect the direct recruits by violating the quota in 2007.

Acting Director Human Resources Khalid Nawaz and Assistant Director for Law Qadeer Ahmed Chaudhry were among those who inquired into the court orders and formed report in September 2020.

The report also has the signatures of Khalid Nawaz, Tahir Siddique, former chairman Azhar Hameed and others. 

The purpose of Fact-Finding Inquiry for Quota Violation Reporting was to remove Direct Promotion by Violation of Quota and Removal of Violators of Provincial / Regional Quota on Court Orders and promotion of genuine employees by recovery from them.

Following the court order for this inquiry, the Chairman had issued Office Order No.104 / 2020 on July 22, 2020, after which the officers had prepared a 37-page report, one copy of which was submitted in the file of  DG Human Resources and the other was kept in the master file of the Office.

Various topics were fixed by regular indexing on page 1 of the inquiry, including introduction, the reality of quota, contract recruitment on provincial/regional quota, 10% reserved seats for women across the country as per quota, as per federal government rules. 5% Minority Quota Recruitment, Gilgit-Baltistan and FATA Quota, Provincial and Regional Quota Regulation, Quota Applications and their Clarification after Receipt, Implementation of Balochistan Quota, Direct Recruitment in 2007, 2014.

Letter No. 659 was issued for the inquiry on July 23, TORs were made on July 24 and DG Human Resources consulted the Chairman on August 27 and thus the inquiry commenced after receipt of formal records. The committee initiated a full inquiry into the available records from 1976 to 2000 and the complete records from 2000 to 2005.

According to the report of the Inquiry Committee and EOBI Rules, 50% quota of Punjab and Federal Capital Territories and 19% quota of Sindh and 19% quota of Karachi, Hyderabad and Sukkur in urban areas of which 40% ie 6.1% of Sindh in rural areas 60% quota of 19% ie 4.11% quota, 5.11% quota of Khyber Pakhtunkhwa, 6% quota of Balochistan, 4% quota of Gilgit and 2% quota of Azad Kashmir.

According to the rules, 50 per cent of the posts will be filled by promoting officers and 50 per cent will be directly recruited. According to the report 2014 BOT, EOBI will have one Chairman, three DG Operations, Financial Advisor of Grade 11, DG Investment, seven Deputy Director General Operations of Grade 10, two Deputy Directors of Finance and Audit and one Deputy Director of Law, Deputy Director IT, Deputy Director Investment, Board Secretary.

According to the rules, EOBI has 23 Grade 9 Director Operations, 6 Director Offices, 7 Directors Finance and Audit and 4 Directors Law besides 4 Grade 8 Directors IT, 2 Director Investment, 63 Deputy Director Operations, 10 Deputy Director Offices. , 15 Deputy Directors of Finance and Audit, 6 Deputy Directors of Law, 8 Deputy Directors of IT, 4 Deputy Directors of Investment and one SMO.

In addition, EOBI will have 357 Grade 7 Assistant Director Operations, 25 Assistant Director Offices, one Assistant Engineer, 80 Assistant Director Finance and Audit, 11 Assistant Director Law, 27 Assistant Director IT, 73 Executive Director Operations and 7 Executive. There will be a total of 753 posts.

According to Fact Finding Inquiry for Quota Violation Page No. 24, 22 Grade 7 Officers were directly recruited as Assistant Director / EO in 2007. According to Page No. 25 of the report, 6 officers including Faisal Murtaza, Muzammil Kamil. Malik, Abdul Majid Mughal, Abdul Nabi, Kashif Zia and Khalid Shah did not qualify for the compulsory training course while Zaheeruddin Tahir did not appear in the training.

Assistant Director Tahir Siddique along with other colleagues has changed the fact-finding report for quota violation report and deleted one paragraph on page no. 19. The fact-finding committee never makes recommendations. In addition, there is a clear difference between the original and the fake fact-finding inquiry for quota violation fonts and signatures.

Sources claim that the fake recruitment of some well-known employees of 2007 and 2004 due to the arrival of a well-reputed chairman in EOBI is causing great uneasiness among them. A false report has been prepared for contempt of court by causing damage to the new chairman.
