In a notable advancement aimed at improving internet connectivity in Pakistan, both Elon Musk’s Starlink Internet Services and Shanghai Spacecom Satellite Technology, a Chinese satellite firm, have submitted applications for licenses to operate in the country.
This information was revealed by Shaza Fatima Khawaja, the State Minister for Information Technology and Telecommunication, on December 24, 2024.
Khawaja indicated that the applications from companies registered with the Securities & Exchange Commission of Pakistan (SECP) are presently under evaluation by the Pakistan Telecommunication Authority (PTA). She elaborated that foreign entities such as Starlink and Shanghai Spacecom must collaborate with locally registered companies, as direct applications from foreign firms are not allowed under Pakistan’s regulatory framework.
Starlink, recognized for its satellite-based internet services, and Shanghai Spacecom, which specializes in satellite communication solutions, are both seeking to establish a presence in Pakistan’s expanding market. This initiative could significantly enhance internet access, particularly in remote and underserved areas, through their satellite technologies.
The licensing process is relatively uncomplicated, with the PTA managing applications after conducting necessary procedural checks and, when necessary, securing clearances from the Ministry of Interior. The introduction of the Online Application Submission Information System (OASIS) has streamlined the process, allowing applicants to submit their documents and monitor the status of their applications remotely.
In alignment with Pakistan’s commitment to uphold high standards in broadband services, the PTA is also dedicated to ensuring that internet providers adhere to the Fixed Broadband Quality of Service (QoS) Regulations of 2022. These regulations require regular evaluations of service offerings to guarantee compliance with international standards for connectivity and service reliability.
