Show-cause notice served to controller examanations SNEB

KARACHI: Secretary Health Department Zulfiqar Ali Shah has issued notice to Khairun Nisa, Controller Examinations of Sindh Nursing Education Board (SNEB), on the issue of advertisement of recruitment against the rules and regulations.

Notice has been issued under SOPM (H) 5cN / 2022 to Sindh Nursing Education Board, a Grade 18, Khairul Nisa for misuse of powers.

According to the notice, Sindh Nursing Education Board Karachi’s Controller Examinations Khairun Nisa advertised the posts in three reputed newspapers for which she did not even seek permission from the concerned competent authority.

The letter, signed by Health Department Secretary Zulfiqar Ali Shah, quoting the law, states that the authority for recruitment is the competent authority of Secretary Health as per Sindh Civil Service Rules 1973 and 1 for which Roll 4A has been given sub-roll. 3) and also under Rule 5 of the Sindh Service Roll, this authority belongs to the competent authority.

Clause A of the letter asks Khairun Nisa to respond to the above allegations as to why you have blatantly misused your powers, otherwise, disciplinary action will be taken against you under the rules specified.

Clause B states that it has been decided that no inquiry will be held on it, no inquiry committee will be constituted and no inquiry officer will be appointed.

In point number three of the letter, Khairun Nisa is told that while taking action against you for this action, you have been issued a direct statement of reasons under Rule 4.

The notice of reasons dated June 6, written to Khairun Nisa, states that you should submit reply within seven days, ie June 13, and if you wish to appear in person, then inform, otherwise action will be taken against you under Sindh Service Rules, 1973. 

It is noteworthy here that the transgression of the authority of Khairun Nisa is nothing new. On April 9 this year, when the conversation paper was out, she overstepped her authority and formed a committee of inquiry in person without the permission and knowledge of the administrative department of the health department. But no action was taken against them.

Similarly, Khairun Nisa had issued transfer orders of 84 nurses and instructors on February 12 last year, on which the former Sindh Health Secretary had expressed his displeasure and sought clarification. The committee formed itself on an incident in Jamshoro (on which the Secretary Health had formed a committee) but no disciplinary action has been taken against them so far.

Nursing circles say that if the health department does not take action on abuse of power, it should not even bother to issue show-cause notices.

Another important point here is that Khairun Nisa was appointed as a Clinical Instructor in the College of Nursing Jamshoro but since her appointment, till today she has not performed her duties in the College.

After her appointment, she was illegally posted as Assistant Director of Nursing and then became Controller of Nursing. Former Sindh Health Secretary Saeed Ahmed Manganijo had removed her from the post on the pretext of court orders. Took over After that she was re-appointed as controller.

The Sindh Health Department did not stop the flow of kindness to him here but then he was made the soul of the entire nursing. She became Director of Nursing, Controller Nursing and Focal Person Nursing at the same time.
