KARACHI: A scandal of premature issuance of degrees, illegal promotions and irregularities has been unearthed of Dr. Shah Masood Khan, the Registrar of Haripur University, who has been posted against the rules and regulations.
Dr Masood Khan is an associate professor at the university but has an additional charge of Registrar.
According to the rules of the Higher Education Commission, it is mandatory for any Ph.D. student to at least publish one research paper in an HEC-approved research journal. After which he or she will be awarded Ph.D. degree.
On the contrary, against the rules, Registrar Dr Shah Masood Khan issued a degree to his own student Noor Habib with the help of former Controller Dr Shiraz Khan.
It should be noted that at that time Dr. Shah Masood Khan himself was also the director of ASRB. In which, by misusing his powers, with the connivance of the controller, he has issued degree to his student contrary to the rules. In order to cover up the forgery, the said student Noor Habib has published his research paper after getting the degree.
It should be noted that according to the rules of the Higher Education Commission, the negligence and malice committed by the supervisor is to be disqualified for 5 years, while the proceedings against the head of the department are also in progress.
It is learnt that the objection was raised by the faculty member of Haripur University against the violation and obedience of the rules of the Higher Education Commission and it was also highlighted on various forums after which the Federal Minister of Education and Training Shafqat Mahmood took notice of the matter and the Higher Education Commission has started an inquiry against Dr. Shah Masood.
It is learnt that Haripur University Vice-Chancellor Dr. Anwar ul Hassan Gilani and Registrar Dr. Shah Masood Khan have started using delaying tactics in the inquiry along with the investigating officers of the Higher Education Commission. It is also learnt that the Chancellor in another inquiry haled the appointment in the University of Haripur
due to the reason of malpractice and illegalities.
It is learned about the present controller Dr. Zia that he has prepared all the documents on his behalf and is preparing to submit them to the inquiry committee.
Complaining about the action against the said code of conduct, the faculty member said that this illegal act has also been pointed out to the Chancellor of Haripur University, Shah Farman, but no reply has been received from him.
Surprisingly, the illegally appointed Registrar of Haripur University, Associate Professor Dr. Shah Masood Khan has also started forging professorships. For which he has hastily assigned the said Ph.D. degree to the said student so that 5 M.Phil or 2 Ph.D. holders can be added to his profile.
Earlier, Associate Professor Dr. Shah Masood had been promoted from Assistant Professor to Associate Professor in violation of the rules of Haripur University. It is said that Dr. Masood is deprived of his own department while he has been promoted to associate professorship by forging an agreement.
Due to his political influence, Dr. Shah Masood Khan has been holding the administrative post for three years in spite of his teaching faculty violating the rules of the Higher Education Commission and the decisions of the Syndicate.
It is learned that the Chancellor of Haripur University Shah Farman had recently banned the Vice-Chancellor of the University Dr. Anwar ul Hassan Gilani from any kind of recruitment.
