Saudi Arabia has introduced a new skill-based work permit system, classifying expatriate workers into three main skill categories: high-skill, skilled, and basic.
This initiative, according to Saudi Arabia’s Ministry of Human Resources and Social Development (HRSD), aims to enhance worker performance, attract global talent to transfer expertise and experience to the Saudi labor market.
The classification process for existing expatriate workers commenced on June 18, 2025, with full implementation set for July 6, 2025. A comprehensive guidance manual outlining the new system is available on the Ministry’s official website.

The classification will be determined based on several factors, including educational qualifications, work experience, professional skills, wage level, and age.
The Kingdom’s demand for skilled professionals continues to grow in response to a series of giga-projects such as NEOM, the Red Sea Project, Qiddiya, and Diriyah Gate. Spanning sectors including construction, design, technology, and tourism, these initiatives require a substantial influx of specialized foreign talent to meet stringent delivery schedules and adhere to international standards.
