KARACHI: Acting and Interim Vice Chancellor of Karachi University, Prof. Dr. Nasira Khatun has abolished the posts of 3 Assistant Professors of 2 departments and merged them with another faculty. Teachers’ confirmation letters were not issued due to the non-meeting of the Finance and Planning Committee for two years due to the negligence of Director Finance. The deans and chairmen of the departments have raised strong objections to the incident. Despite the shortage of teachers in sociology, two teachers have been taken in the chemistry department, while the posts of 12 assistant professors in the chemistry department have been sanctioned and there are 23 assistant professors in chemistry.
According to the details, in the notification number No.B / Esst. (T) / Chemistry / Ussol ud Din) / 810 signed on March 31, signed by the Acting Registrar of Karachi University, Dr. Maqsood Ali Ansari, it is written that section 23 of Karachi University Act Under Section 14 (3) of the 2 (q) Act, the posts of 4 Assistant Professors of the three departments are abolished subject to the permission of the Syndicate, Finance and Planning Committee, using the powers of the Acting Vice-Chancellor, Dr. Prof. Nasira Khatun.
The posts of two Assistant Professors of the Department of Sociology and one Assistant Professor of Library and Information Science will be abolished and three of these posts will be used in the Department of Chemistry. Copies of this Royal Order have been sent to the Dean, Faculty of Arts and Sciences, Department of Chemistry and Department of Sociology, Chairman of the Department of Library and Information Science, Deputy Registrar Establishment, Director Finance, Auditor, Chief Accountant, Superintendent SBT.
Sources claim that the acting management of the university, with the help of Director Finance, Tariq Kaleem, asked to create three assistant professor posts in the chemistry department, to which Tariq Kaleem denied, saying that it was not possible. The posts are the same. However, one way is to borrow from another department.
It should be noted that in case of creation of any additional post in any department, it is necessary to get permission from the Finance and Planning Committee or the post is borrowed from the same faculty, while the acting management of the university and 3 posts from Library Science, after which all the three posts of Assistant Professor from the above two departments have also been removed.
Acting management has not taken NOC from the Chairman of the concerned department and Dean of Faculty before bonding the posts. In principle, the management has been appointed by the Chairman of the Sociology Department and Dean of Arts and Social Sciences Dr. Nusrat Idris besides the Chairman Chemistry Department. , NOC was required to Borrow / Abolished the posts of Assistant Professor from the Chairman of Library and Science Information Sciences.
According to the letter issued by the university, only the permanent vice-chancellor has the authority to carry out this process as per section 14 (3) and section 23-2 (q) of the University Act. On the other hand, according to item no. 8 of the Syndicate Resolution dated June 10, 1978, any post may be transferred from one department to another, provided that the faculty should be one and the same. Any position can be borrowed from other department temporarily till approval of the Selection Board / Syndicate.
According to the records, the last rationalization of teaching posts in Karachi University was done on November 12, 2018, after which despite the increasing number of students, the rationalization of teaching posts could not be done. The BS program has been started due to which the teaching period in the university will now be four years instead of two years, while several master’s programs will be merged in BS. Due to this the importance of Rationalization has increased more than before. Despite this, due to the incompetence of the Director of Finance, no report has been sought from any department regarding the shortage of teachers.
According to the records, Karachi University is currently facing financial crisis on the one hand and on the other hand there are more teachers than sanctioned posts in some departments in the department. Four instead of 3 in Arabic department, 8 instead of 6 in the History department, 2 instead of 3 in Parsi department, 3 instead of 4 in Urdu department,11 instead of 7 in Botany, 11 instead of 10 in Biochemistry, 23 instead of 12 in Chemistry, 8 instead of 4 in Food Science, 3 in Geography instead of 6, 10 instead of 8 in Zoology, 3 instead of 1 in Institute of Space Science and Technology, 4 instead of 1 in Women’s Studies, 4 instead of 3 in Education, 3 instead of 2 in Special Education. Professors are performing their duties while the school of law has 9 lecturers instead of 3.
Registrar Dr. Mansoor Ali Ansari said that what we have done is in accordance with the rules. The people we have borrowed from other departments are temporary and will return later. While doing good deeds with the Dean, he had informed them that posts were being borrowed without informing anyone before us, adding that there is no difference between the powers of the temporary and permanent Vice-Chancellor.
