KARACHI: Acting management of Karachi University (KU) has promoted more than 68 BPS-16 officers to BPS-17 without the approval of the Syndicate.
The acting administration of the university is making policy decisions in a hurry despite the financial crisis. According to the court order, the acting administration has the power to run day-to-day affairs instead of policy matters.
Informed sources have claimed that the upgradation – which is done in previous dates – was approved by Acting Vice Chancellor Prof Dr Nasira Khatoon. The graders of these officers were only upgraded but they have not been given cadre.
The upgrading of the said officers in the past dates will further burden the financial crisis-ridden University of Karachi as the officers will receive increased salaries along with the previous arrears.
It is pertinent to mention here that the Syndicate has the power to make recruitments and promotions beyond BPS-17 on the recommendation of the Selection Board / Departmental Promotion Committee (DPC).
Former Vice-Chancellor Dr Ajmal Khan had stopped the upgrade after Selection Board and Syndicate disapproved of the motion. After which Dr. Khalid Mahmoud Iraqi had decided to raise the issue to the syndicate in 2020 but the meeting could not take place.
According to the resolution of the syndicate meeting held on March 17, 2018, only those officers of BPS-16 or above – who have been selected through the selection board – will be upgraded under the Incentive Scheme. However, the officers who have been upgraded have not been selected by the Board nor have they been approved by the Syndicate.
Upgradation and promotions are becoming controversial in Karachi University due to the lack of a strong strategy. One scheme at a time can be used for the promotion of any officer while the management of Karachi University has benefited from two schemes at the same time to reward the officers.
When contacted in this regard, Acting Vice-Chancellor Prof Dr Nasira Khatun did not respond to the calls. Meanwhile, KU Registrar Dr Maqsood Ansari has confirmed the development and said that the names have been recommended to the Finance Department and after their approval, the officers will be upgraded.
