As real estate activity picks up across Punjab in early 2026, the Punjab Land Records Authority (PLRA) has reiterated the importance of obtaining a Fard-e-Bay before selling any property, calling it a crucial step for ensuring legal and transparent transactions.
Also known as Fard Baraye Bay, the document serves as official proof of land ownership and is mandatory for registering a formal sale deed (registry) in the province.
PLRA officials emphasized that without a valid Fard-e-Bay, no property transaction can be legally completed.
According to the authority, the document plays a vital role in protecting both buyers and the state from fraud and disputes. It verifies the seller’s legal ownership and confirms their right to transfer the property to another party.

How to Apply: Digital vs. In-Person
The PLRA has streamlined the issuance process through multiple channels to facilitate overseas Pakistanis and local residents alike.
| Method | Platform | Requirements |
| Digital | Punjab Zameen App / PLRA Portal | CNIC and Online Payment |
| In-Person | Arazi Record Centers (ARC) | Original CNIC & Appointment |
| One-Window | e-Khidmat Markaz | Bio-metric Verification |
One of the key safeguards provided by the Fard-e-Bay is the temporary “freezing” of the property record in the revenue system once the document is issued.
This measure helps prevent illegal practices such as selling the same plot or land to multiple buyers simultaneously while the transaction is underway.
The document also ensures accuracy by providing a detailed snapshot of the property’s official records, including Khewat, Khatooni, and Khasra numbers, which clearly identify the land’s location and ownership history.
PLRA has advised property owners and prospective sellers to obtain the Fard-e-Bay well in advance to avoid delays, disputes, and legal complications, particularly as market activity continues to rise across the province.
