The Ministry of Religious Affairs has introduced a new regulatory policy for the Private Hajj Scheme 2025, requiring security clearance for Hajj packages priced at Rs3 million or above.
To oversee this high-profile scheme, the ministry has appointed Muhammad Hakeem Khattak as the focal person.
According to the ministry’s announcement on Saturday, the names of individuals applying for these high-value packages will be forwarded to the Federal Board of Revenue (FBR) and security agencies for thorough vetting.

The FBR will review applicants’ assets and tax records, while security agencies will verify that they are not involved in any criminal activities in Pakistan. Approval for Hajj will be granted based on the findings of these reports.
Tour operators offering Hajj packages of Rs3 million or above will also be required to submit applicants’ details to the ministry for approval.
