KARACHI: Muttahida Qaumi Movement-Pakistan (MQM-P) senior leader and Federal Minister for National Health Services Syed Mustafa Kamal has declared that the existing governance structure—run by a single Prime Minister and four Chief Ministers—has fundamentally failed and can no longer sustain the country.
Addressing a public rally in Karachi, Kamal offered to surrender his federal cabinet position if powers and resources were devolved to the grassroots, while urging the ruling elite to set a firm deadline for when citizens will receive their basic rights.

“Take away the ministry from me, but give my people their powers and resources. Rulers must tell us: how many more children have to fall into open manholes before this broken system is changed?” he asked.
Political analysts believe despite being a constituent of the ruling coalition in Islamabad, MQM-P emphasized that its struggle is strictly within constitutional boundaries and aimed at securing the future of coming generations rather than gathering political perks.
Kamal highlighted that while the federal government releases provincial funds under the National Finance Commission (NFC) scheme, the provincial government centralizes these resources, denying district and union council levels their rightful share.
Concluding his speech, the MQM leader pointed out the grim reality of Karachi—a city generating thousands of billions in revenue for the national exchequer, yet left stripped of clean drinking water, basic sanitation, and safe public infrastructure.
He urged the populace and state machinery to decide whether the existing system should continue or be restructured to uphold constitutional equity for all.
