KARACHI: Benazir Bhutto Shaheed University Lyari’s (BBSUL) Vice-Chancellor Akhtar Baloch, Registrar Adnan Abid, Director Finance and Nazim Examiners have been accused of promoting favourite officials without the permission of the syndicate and selection board.
According to the letter No BBSUL/Admin/2021/8590, obtained by M.M News, the promotions were approved by Sheikh Akhtar Baloch, Vice-Chancellor of Benazir Bhutto Shaheed University Lyari. The letter stated that Akhtar Baloch has illegally promoted some of his favorite employees, including his brother Ghazi Baloch.
“In this order, the employees of BBSUL have been upgraded from BPS 16 to 17, 17 to 18 and 18 to 19 without following rules of promotion and Syndicate as BBSUL also follows University of Karachi,” the letter added.
It is pertinent to mention here that as per the writ petition No D/5296 filed in the Sindh High Court on July 20, 2020, the court had issued a formally approved policy for the promotion of employees against which the Vice Chancellor made promotions without the permission of the concerned authority.
When contacted in this regard, Akhtar Baloch, who recently became the Vice-Chancellor of BBSUL for the second time, said, “We usually promote employees after five years. This time, we have promoted non-teaching officers who have been hoping for promotion for the past nine years to the next grade.”
“It is not called promotion but up-gradation. The Sindh High Court (SHC) had ordered the administration and because of that we have given them promotions,” Akhtar Baloch added.
Meanwhile, senior teachers of Benazir University have termed all promotions ‘illegal’. “If the Vice-Chancellor has to promote his favorite employees, he should hold a selection board so that no one’s rights can be violated,” they added.
The teachers further said that if these illegal promotions are not annulled immediately, the remaining employees will protest outside the Secretary Universities and Boards and the Sindh Assembly. The disgruntled employees have also sent letters to Sindh Chief Minister Syed Murad Ali Shah and Advisor Universities and Boards Nisar Khorro in this regard.
It is worth mentioning here that currently, Benazir varsity does not have a syndicate due to which BBSUL follow the promotion policy of Karachi University, despite which Vice-Chancellor Akhtar Baloch is taking illegal steps to promote his favourite people.
