Government dispensaries in Sindh transferred to NGO

KARACHI: The Sindh government has formally transferred administrative control of all government dispensaries across the province to a government-funded non-governmental organization, marking a significant restructuring of healthcare service delivery infrastructure, according to official communications from the Sindh Health Department.

Media reports suggest the Sindh Health Department has issued an official letter to all District Health Officers (DHOs) outlining the new administrative framework. Under this restructured system, the non-governmental organization will assume responsibility for daily management, operational affairs, and administrative oversight of government dispensaries throughout the province.

The transition fundamentally alters the operational hierarchy within the provincial health system. District Health Officers will now focus primarily on polio vaccination campaigns and immunization programs, with their traditional administrative purview over dispensary operations considerably narrowed.

Health experts believe the handover represents a notable shift in how government healthcare services are managed at the grassroots level. By delegating dispensary operations to an NGO partner, the Sindh government appears to be pursuing a model that separates regulatory oversight from day-to-day operational management.

While the organization managing the dispensaries remains government-funded, the transfer of administrative responsibility to an NGO entity suggests an intention to introduce alternative management practices into the provincial health system’s delivery mechanisms.

The reallocation of DHO responsibilities toward disease prevention initiatives—specifically polio eradication and immunization programs—indicates a strategic prioritization of public health campaigns that target infectious disease control at the provincial level.

The restructuring is expected to take effect following receipt of the official directive, with implementation coordinated through District Health Officers across Sindh.
