If corruption is limited to a person, then it may be possible to stop it because laws are in place to prevent corruption in every country, but if the entire environment and system is also involved in corruption, it becomes difficult to catch or stop it. Bureaucracy interference in every government work in the country has increased to such an extent that every influential person wants to appoint his pro-officers in important positions and every person wants to have them in key positions from the SHO of the police station.
Due to the persistence of corruption in the political system, things have become so murky that the bureaucracy is now thought of as a contractual system. Before being appointed to an important position, it is decided that if this DC is appointed, he will give so much money every month and the secretary will deliver so much money to the appointing authority.
When corruption crosses all boundaries, the concept of merit and equal opportunities crumbles and the constitution and the law are left behind because when the constitution and the law are violated and the bureaucracy is tried to run like a contractual system. So the system is prone to destruction and ruin.
In the past, the bureaucracy refused to obey illegal and unconstitutional orders and the officers used to leave the post, but now the environment has become so polluted that the bureaucrats have no choice but to adapt to the environment and sink into this mire of corruption. Does not stay.
Every intelligent person individually and collectively is a supporter of democracy, but in Pakistan during Ayub Khan and Zia-ul-Haq periods, there were appointments based on merit, but unfortunately, there is no sign of merit in the democratic system.
Bureaucracy is also a part of the system and when the political system becomes polluted to such an extent that there is no respect for the law and no fear of the constitution, then the bureaucracy also becomes a part of the political tricks and becomes a tool to perpetuate corruption. If the law is followed, the ways of corruption are blocked, but unfortunately, the dream of reforms in this regard has never been fulfilled.
The whole world is currently working under a computerized system, but even today in Pakistan, piles of files are kept and files are presented with ropes tied like a chain link, because in this system, where everyone is involved in corruption, there is one But it is not possible to point a finger, that’s why the bureaucracy does not want reforms because if the reforms in the system and the computerized system are introduced, then there will be fewer opportunities for the bureaucracy to engage in corruption with the politicians.
It is not that there is no system in Pakistan, the system is there but it is not implemented. If the action could not be done, there will be only destruction that is never witnessed.

Due to political interference, our bureaucrats sometimes run behind one politician and sometimes run behind another due to insecurity. If the system is to be improved, then the bureaucracy should be assured to work without fear for a certain period of time. Thus, there is certainly room for improvement in many cases.
